I am currently developing an internet application that assists political candidates with recruiting volunteers, what is the best organizational structure/tax classification to use?

I would like the organization to provide assistance to campaigns in the same manner as www.ActBlue.com, but I am unsure if setting up my organization as a Political Action Committee is financially sustainable. I am also concerned about setting up a PAC, as I feel it might block the essential functionality of the application for non-profit volunteer recruitment.
