For small nonprofits like us the issue is money and skills. We don't know how to set up something on our website, and don't have the money to pay someone else to do so. I have lots of ideas about how it'd be great to use the social web to further our work, but, given few resources and other work we HAVE to get done to exist . . . hopefully at some point we'll find an organization or person who can help us get set up free or inexpensively.

Money and time are obvious
Money and time are obvious factors for most nonprofits. So are ICT skills. But I think the main barrier is that - despite the growth of nonprofit technology consultants, circuit riders and bloggers - many charity workers still haven't heard about these web 2.0 tools; and if they have heard of them, it's in their personal lives and they haven't considered applying these tools to their organisation's mission.
Collections of simple, short case studies are always helpful because an organisation can look at them and say "they did it, so can we". For example, these case studies published by the Media Trust: http://www.icthub.org.uk/export/sites/icthub/publications/New_media_case_studies.pdf.
WebTools and Smaller NGOs
Lets talk about this... I would love to understand if you face the same challenges that we do/did, and maybe we have similar solutions. If we stand together, it becomes easier.
We started with a mayor project in the metaverse and it is going really, really well... but I understand what you are saying about limited time and resources - and above all: We need to stay focus on on mandate, our vision.
