I am trying to explain how this most excellent community works to a client and I gotta say it is hard to articulate! It is pretty clear that we are all here because we want to remix the web for social change, but I'm having trouble locating a single source of community guidelines!

If you're looking for a general overview of things that the Net2 community does, then the share page is probably best. If you're looking for guidelines for projects, then David's response here in the intial comment to this post is the place to go. If you are looking for a one-stop answer to what NetSquared is all about, then the about page is your best bet: http://www.netsquared.org/about
Of course, if you're looking for a comprehensive page that introduces the options for community members, and lets them know how they can set up a blog, attend a meetup, what the projects section is all about, and more info on the conference, then perhaps that is a page that we need to set up! :)
