- access to tools is not as big a problem as we often think
- main barrier is making sure people can use tools without getting into trouble

- answer create handbook for reporting anonymous
- GV has regional editors - $700/month
- small team of translators
- amplifying - get bloggers into established journalism
- not only ones doing this
- e.g. This is Zimbabwe
