2010 World Cup and Human Trafficking

Challenges Entered: 

We hope that this project will play an important part to an integrated approach that is needed to tackle the issues of human trafficking and women's rights at the World Cup.  

It will look to create 20-30 small groups, in each group there will be 10 participants, comprising of experts working in the area of human trafficking and trained volunteers in the upcoming months of the World Cup (3 months before the event) and during the World Cup.   In each group there will be a mix of participants from both rural and urban areas of South Africa, particularly addressing high-risk areas where it is well known that there are high levels of human trafficking taking place. These groups will be connected by mobile phone, using a technology that will enable a simultaneous group communication through SMS and voice.

The purpose of forming these groups will be to create a network that can:
•   Immediately respond to urgent cases.   The participants will be able to send an SMS asking for immediate response to a case.     Along with the fellow participants of the group, the project coordinators will also receive an SMS and will then be able to contact the participant directly and identify the right support services to handle the case.
•   Help share information and evidence about human trafficking in the different areas that the participants are located.   This information can be recorded and will help to build a much clearer picture of where the high-risk areas are and the issues that need to be tackled. This can also help the support services, NGO's and research institutions come up with more informed strategies and approaches to tackling human trafficking before and during the World Cup.  
•   Seek advice and receive support from their fellow members as to how to go about dealing with a specific case or issue.
• Create a space for dialogue and discussion amongst the group members.

There are a number of clear advantages to using the mobile phone and group communication in this project:
•   It is immediate, helping to respond to urgent queries or cases.
•   It is accessible and easy to use; meaning that important high-risk isolated rural areas will be included.  
•   It creates ‘a space' to talk about complex issues with other's in the field, that normally would be difficult to do due to logistical reasons, such as distance, time and costs involved in physically meeting up.
 
This project would be evaluated afterwards to understand the impact that it generated and the potential that the model might have to be rolled out on a larger scale in South Africa and at other major sports events, such as the next World Cup or the Olympics.

We will look for additional funding from the 2010 World Cup sponsors, as well as other foundations and organizations interested in the issue in this region.

Other: <p>We are planning to partner with group of experts that are working in   the area of human trafficking that would want to take part in the project in different geographical areas of South Africa.</p><p>We have spoken with a large foundation with offices in Southern Africa about working with their fellows for connections and networks of professionals in the region who are already preventing and providing support services for young women who have been exposed to human trafficking. We would still need a &quot;content&quot; project manager to oversee this network of professionals to ensure that crises services are appropriate and provided in a timely manner. In addition, we are planning to partner with a non-profit organization that provides translation services into the many local dialects of the Southern Africa region. </p><p>&nbsp;</p>
Technical Expertise: Engineering support for the mobile data and text application.
Other: Two project coordinators.   Their job would be to assure that messages and data are delivered to all participants in a secure and timely manner.

Identified Obstacles: 
Recruiting the participants for the project will be an obstacle, but one that can be overcome. With Project Zumbido in Mexico, we engaged local organizations, hospitals, schools and clinics to assist with recruitment. It will be more difficult in this project because of the various regions and dialects, but not insurmountable.
