DESCRIPTION DETAILLEE OF THE PROJECT 1                Problems Togo is confronted for a long time with a political instability born from the political stakes related to the democratic insufficiency. The recurring problem is that relating to the claims of the results of the elections. Very often considered to be imperfect and nontransparent by the losing parts, the elections in Togo following the example other countries in the process of development (in the process of democratization) reflect the political organization of the country. Many violations of the humans right are noted at the time of their behaviour. They are primarily inter alia, the political exactions, repressions, the intimidations and threats physical, morals and intellectual and of the violations of the rights of press and information. Moreover much of the political demonstrations which however constitute a democratic right are often repressed in blood thus sowing terror within the population and contributing of this fact to muzzle it and reduce it to silence. In a country where information is still under control very strict of the Executive, the right of information and to information thus becomes a difficult challenge even impossible to raise. 2                Solution It is thus advisable to ensure a better democracy in our country than information on these various violations is popularized. This is why, it seemed convenient to us to create a system of information management relating to the violations of the humans right born at the time of the elections and the political demonstrations. The choice of the system of transmission of information by SMS and MMS appears judicious insofar as one attends nowadays in our country the rise of mobile telephony and New Communication and Information Technologies (NTIC). These technologies constitute modern means of diffusion of information and a genuine tool for investigation and pleas for the defense of the  humans right. 3                Technical description of " E-democracy " " E-democracy " is a platform of management of information (transport and multi-media). It is a technical data base made up of technical and software equipment data-processing intended to treat the SMS (Shorts Message Service) and the MMS (Multi-media Message Service). It is about an application (data-processing program) which uses one or more key words making it possible to the users to express a request with the editor of service by the sending of a SMS-MO (Shorts Mobile Message Service Originated) or of a MMS-MO (Multi-media Message Mobile Service Originated). The platform is connected to the network of radiocommunication exploited by an operator of mobile telephony by a technical connection which is a physical connection to SMS-Gateway allowing the exchange of information between the platform and the mobile network of telephony.   It is advisable to specify that a short free number (toll-free number) is allotted to the service " E-democracy " and who allows the user of the mobile to reach free this service. Ultimately, when a person is pilot of a scene of violations of the humans right at the time of a political demonstration or elections to Togo, it will be enough for him to write a description of the scene or to film the scene with its multi-media mobile telephone then to compose the code of sending and to send information on the short free number of " E-democracy ".Â
Information is sent instantaneously to the platform of " E-democracy " which is given the responsability to treat it and to publish it on Internet.Â
In addition:  -                 Publication in 2006 of the book entitled " Bassar Civilization " with the financial support of the Embassy of the Federal Republic of Germany for Togo (Funds German of Safeguard of the Inheritance), which delivers was prefaced by Its Excellence Klaus-Günther Grohmann, Ambassadeur of the Federal Republic of Germany for Togo. This book which wants to be ethno-anthropological, presents the main part of the ritual and cultuelles practices of the people bassar, one of the most former people of Togo while approaching the history of the cohabitation between these people and the colonists German during the German penetration in Africa.  -                 Creation in 2007 of the virtual museum of the Bassar people which are a museum on line constituting a window for the cultural inheritance and the contemporary arts of these people.  -                 The Seminar workshop of training of thirty (30) cultural actors in 2008 in Lome, Togo, in Techniques of design and management of the cultural projects like out of mechanisms of search for financings. This formation which aimed at reinforcing the capacity of the cultural actors as regards management of the cultural projects was a great success. Â
-     The realization in 2008 of documentary on the dance of fire entitled " the Legends of Fire ". This documentary recalls the great stages of initiation to the dance of fire at Bassar, in the North-West of Togo.Â
-   Creation in 2007 of the virtual museum of the Bassar people which are a museum on line constituting a window for the cultural inheritance and the contemporary arts of these people.Â
-   The Seminar workshop of training of thirty (30) cultural actors in 2008 in Lome, Togo, in Techniques of design and management of the cultural projects like out of mechanisms of search for financings.Â
This formation which aimed at reinforcing the capacity of the cultural actors as regards management of the cultural projects was a great success.
