Eviction Assistance

Challenges Entered: 
The aim of the project is to deliver real time information to those facing eviction or other difficulties relating to rented housing. Often those threatened with eviction feel powerless where they are unable to access timely information regarding their rights as tenants. Mobile phone technology (based on GPS location functionality and data streaming from website aggregation) can make available relevant, location-based information to those in difficulty needing advice.

The basis of the project is to provide relevant real-time information to those facing eviction so that they might better access support services in a timely manner. too frequently tenants are unable to assert their rights and are forced from their homes without being able to defend their ight to housing. The project utilizes both GPS and wi-fi sensing location-based tracking to establish the whereabouts of the user. Critically, the capacity to accurately determine the location of the user ensures specific information (principally contact details and legal advice) can be sent to the mobile handset. Content delivery is by way of a web portal that is tailored to provide relevant housing-related material based on a user's zip code/postal code. The content is drawn from existing websites from known content providers (NGOs/non-profits, pro-bono lawyers and local government services). Aggregation is by way of third party content aggregation providers e.g. Google and Cosmix. In essence, content delivery is relatively straight forward in the sense that existing non-profits provide guidance and assistance to those facing eviction already: the key factor here is delivered it went urgently needed, and to the user of the service based on location. Furthermore, the concept can be extended to other areas of human rights protection: to victims of assault or harassment, seniors/the elderly needing advice, victims of domestic violence etc. The principal work effort involved is twofold. Creating the interface to enable aggregation/sceenscraping of relevant data based on a zip code/keyword entry and, secondly, advertising/promoting the service so that potential users are aware of the service and its benefits. In addition: Work has commenced on trialling the accuracy and efficacy of content aggregation based on zip code for a trial area in Glasgow, Scotland, using a GPS-enabled mobile phone.

Marketing expertise required to promote the concept in the trial area. Further input will be required once the project is ready of be scaled up to rich a wider target audience.
Technical expertise required to further develop the application by way of a web portal that can facilitate user engagement in delivering content. An interface requires development that can lead the service user through simple prompts (basic questions) to determine the type of real-time advice (phone numbers, legal advice etc) they require. The interface therefore requires design elements that will simplify navigation.
