The majority of Ugandans, particularly those in rural communities continue to die unnecessarily of treatable diseases, due to the lack of information and access to health care especially medicines. Heps communication network with mobile phone providers will overcome the communication barrier and provide vital life saving information to a wider audience. Through network links, we can send vital health messages as well as collect information that would provide a detailed understanding of the health challenges in poor communities. This will assist HEPS to advocate for the appropriate health care solutions and policies for the rural population. HEPS plans to initiate a communication hub to sensitise the community through short messaging service with information on health rights and also deliver information on survey findings on health. The community will provide feedback on any health rights violation which will be taken up by the HEPS complaints handling procedure. The concerns will include such issues as: -

• Access to essential Health Care
• Access to essential medicines
• Access the HIV/Aids testing and treatment
• Medicines stock out campaigns
• Specific Health Day Campaigns
• Health service user feedback
• Counselling
