Inkanyezi Mobile Services Network

Challenges Entered: 

The aim of the project is to allow the community of Ndumo to claim their right to health, as defined by the UN general council comment 14. The project is a partnership between the Ndumo Community Care Centre, AMREF and HIV-911.

The right to health is supported by improving the accessibility of health care services through enabling service providers to refer clients through a mobile services network. HIV-911 existing database has been updated through a participatory community process which mapped a vast array of health services - psychosocial and protective as well curative. The project has thus created a network that bridges the gap between government service delivery and the community responses. The narrowing of this gap will allow for the improvement of quality of life in the area by enabling more efficient referrals between service providers. This also creates a non-confrontational advocacy approach by enabling rights claims to be placed upon service providers through mutual consent.

Technically, the system works quite simply. The user (policeman, nurse or care worker) is able to SMS that Service Provider to make an appointment/refer a client/make an enquiry. The service provider would designate one key contact for this purpose and the service provider would be able to send a confirmatory SMS to indicate whether the appointment is acceptable or if a change is needed. We would prefer to establish a set of prescribed responses for reply so as to prevent system abuse. This closed user group could use a GPRS framework which would enable more management, tracking and reporting to occur in a more seamless fashion. The service is currently tailor made for the Ndumo community, and will be replicated for other communities upon learning from this pilot.

Technical Expertise: The project is being developed through ongoing interventions that focus on community health development. Technical expertise in mobile technology is required as a dedicated resources on this project.
Project goals: 
• Opportunity Identification: Recognised opportunities with community health information flows and coordinated implementation. This issue has been highlighted by multiple stakeholders in community health as adding true value. • Community solutions identified: Recognition that most of the laws, policies and community competencies exist to exploit increased networking for community health. • Mobilisation of initial coalition: A number of organisations who provide different parts of the implementation have been identified and initial partnerships mobilised • Setting aside of budget: Significance of evidence gathered to date has lead to the identification of a small budget that will enable limited experimentation with this concept.
Identified Obstacles: 
• Limited dedicated resources to move the project forward. The project is doable! The technology is available! The lack of availability of key human resources for scaling-up implementation means that little momentum exists to move from concept to results.
