Challenges Entered: 
A vital needs assessment tool that enhances the participatory capacity of individuals through the use of Instant Messaging technology, both computer-based as well as mobile-based.

This project is intended as a startup. It is envisioned that Instant Messaging using both traditional computer-based IMing as well as cellphone based technologies such as MXit (www.mxit.co.za) and mig33 (www.mig33.com) will be used to facilitate needs assessment and community involvement. A contact by the name of Human will be created and appropriate organizations will have access to his/her profile. Users will be able to add the contact and have a broad range of categories (eg. Education or Healthcare) and a query around the needs that they have. The needs assessment will then be sent to the appropriate subset of organizations based on the categories chosen by the user. This project is easily transferable as IM technology penetrates through mobile telephone technology in the developing world with great success. Needs assessments may be broad (Which category receives the most responses?) or specific (What is the greatest need in each category?) This project will find usage primarily with the users of these services (ie.  teens and young adults). However, outreach and education could improve access and be beneficial for participatory development.

WHAT WE NEED:

There are some important facilitation costs involved. Most notably, an outlay of funds for negotiation and a pilot projects would be the most urgent initial expenses. Project Assessment
Sustainability Model: 
Financing would be based on the cooperation of the providers of the specific technologies and facilities. Therefore, the financial sustainability will be based on buy-in of the particular model of needs assessment. This, in turn, would be based on usage and effectiveness. Therefore, the main focus of this proposal would be the establishment of a user base for this system.
Expertise needed: 
The project needs IT specialists to work through the logistical and technological aspects of starting up the project anew.
Buy-in would be needed from NGOs as well as through media to mobilize educational and awareness initiatives.
Fundraising and corporate liaison expertise is needed as the program will be somewhat dependent on sponsorship (especially with cellular service providers) and on the providers of the IM services chosen for the project. 
Project goals: 
Month 1: Staff and skills base development: Here, the expertise needed to get the project off of the ground will be identified and incorporated to create a 'core team' of staffers whose expertise range from IT to Law.Month 2: Liaison and Technological Facilitation: The initial negotiations will begin. Starting in South Africa where mobile buy-in is high, the project will focus on approaching cellular service providers and NGOs. In addition, a 'skeleton network' of IM sites and contacts will be set up in conjunction with current providers.Month 3: Pilots: Public service announcements will begin, targeting the 13-30 demographic, encouraging the use of the service. Pilot sites and providers of IM services will be targeted for advertising to determine the needs base.
Identified Obstacles: 
The potential obstacles are:The need for technological knowledge and know-how. This, however, is an inherent obstacle in any new media project and can be countered through education.The problems of intellectual property and copyright issues. Liaison and legal work would, therefore, be needed.
